Decree on the National Emblems of the German Armed Forces

Verordnung über die Hoheitszeichen der deutschen Wehrmacht

The decree gave the armed forces the black-white-red colours of the Empire in place of the Republic’s emblems. A new Reich war flag in three stripes of black, white and red with an Iron Cross replaced the old one, which had carried a black-red-gold canton; the jack, the Defence Minister’s flag and the service flag at sea followed it. Soldiers were to wear a black-white-red cockade on their caps, and a black-white-red shield on the steel helmet in place of the colours of their home state.

In Abänderung der Verordnung des Reichspräsidenten vom 11. April 1921 (Reichsgesetzbl. S. 483) Artikel I Nr. 4, 5, 7 und 10 bestimme ich für die Flaggen der Wehrmacht:
Amending Article I, nos. 4, 5, 7 and 10, of the Decree of the Reich President of 11 April 1921 (Reich Law Gazette p. 483), I determine for the flags of the armed forces:
Nr. 4. Die Reichskriegsflagge besteht aus drei gleich breiten Querstreifen, oben schwarz, in der Mitte weiß, unten rot; im weißen Streifen, etwas nach der Stange verschoben, ein schwarzes weißgerändertes Kreuz von der Form des Eisernen Kreuzes, in den schwarzen und den roten Querstreifen je etwa bis zur Hälfte übergreifend. Verhältnis der Höhe zur Länge wie 3 : 5.
Nr. 4. The Reich war flag consists of three horizontal stripes of equal width, black at the top, white in the middle, red at the bottom; in the white stripe, set somewhat towards the staff, a black cross edged in white in the form of the Iron Cross, reaching about halfway into the black and the red stripes. Ratio of height to length 3 : 5.
Nr. 5. Die Gösch der Kriegsschiffe wie die Reichskriegsflagge, jedoch in entsprechend kleineren Abmessungen.
Nr. 5. The jack of warships as the Reich war flag, but in correspondingly smaller dimensions.
Nr. 7. Die Flagge des Reichswehrministers wie die Reichskriegsflagge, jedoch gleichseitig und von je einem weißen und schwarzen Rand umgeben, schwarz außen.
Nr. 7. The flag of the Reich Defence Minister as the Reich war flag, but square and surrounded by a white and a black border, the black outermost.
Nr. 10. Die Dienstflagge der Reichsbehörden zur See, soweit sie von Behörden der Wehrmacht geführt wird, wie die Reichskriegsflagge, jedoch im weißen Streifen der Reichsadler an Stelle des Eisernen Kreuzes.
Nr. 10. The service flag of the Reich authorities at sea, where it is flown by authorities of the armed forces, as the Reich war flag, but with the Reich eagle in the white stripe in place of the Iron Cross.

In Abänderung der Verordnung des Reichspräsidenten vom 29. September 1919 (Heeres-Verordnungsbl. S. 173, Marine-Verordnungsbl. S. 464) bestimme ich:
Amending the Decree of the Reich President of 29 September 1919 (Army Ordinance Gazette p. 173, Navy Ordinance Gazette p. 464), I determine:
1. Die Wehrmacht hat an der Dienstmütze im Eichenlaubkranz die Reichskokarde in den Farben der Reichskriegsflagge schwarz-weiß-rot zu tragen.
1. The armed forces are to wear on the service cap, within the oak-leaf wreath, the Reich cockade in the colours of the Reich war flag, black-white-red.
2. An der Feldmütze ist nur eine Kokarde, und zwar die Reichskokarde zu tragen.
2. On the field cap only one cockade is to be worn, namely the Reich cockade.
III · Hoheitsabzeichen am Stahlhelm
III · National Insignia on the Steel Helmet
Die Wehrmacht hat am Stahlhelm an Stelle des bisherigen landsmannschaftlichen Abzeichens ein gleiches Abzeichen in den Farben der Reichskriegsflagge schwarz-weiß-rot zu tragen.
On the steel helmet the armed forces are to wear, in place of the previous regional insignia, a similar insignia in the colours of the Reich war flag, black-white-red.

The full text is given. Transcribed from the RGBl. scan (issue 24, p. 133); compared word by word with documentArchiv.de, which omits ‘deutschen’ from the title, reads ‘Reichwehrministers’, ‘nur die Kokarde’ for ‘nur eine Kokarde’ and ‘landsmannsclaftlichen’, and drops the numbering in part II; all were corrected from the scan. Each part’s number and heading are joined in one heading block. The decree has no provision on its entry into force.

The English translation was made for this site and is not an official translation. ‘Wehrmacht’, the legal name of the Reich’s armed forces (the Reichswehr) since 1921, is translated ‘armed forces’. ‘Landsmannschaftlich’ refers to the soldier’s home state.
