Decree on Changes to Customs Duties

The second of three tariff decrees in the same gazette issue, signed by Hugenberg as agriculture and economics minister and by the finance minister. Most of its 32 changes raised the import duties on farm and fishery produce: buckwheat, peas, fodder beans and vetch, grass seed, green fodder, cabbage, dried herbs, berries, geese and poultry meat, freshwater and sea fish, smoked fish, animal fats and tallow, cheese, honey, condensed milk and starch, with lower rates kept for fats used under licence to make margarine. A few industrial items, among them salt, bobbin lace, mother-of-pearl, buttons, stoves and glass, were changed too. It took effect on 1 March 1933.

Auf Grund der Verordnung des Reichspräsidenten zum Schutze der Wirtschaft vom 9. März 1932 Vierter Teil (Zolländerungen und vorläufige Anwendung zweiseitiger Wirtschaftsabkommen) § 1 Nr. 1 (Reichsgesetzbl. I S. 121, 126) sowie auf Grund der Verordnung des Reichspräsidenten über außerordentliche Zollmaßnahmen vom 18. Januar 1932 (Reichsgesetzbl. I S. 27) wird folgendes verordnet:

On the basis of the Decree of the Reich President for the Protection of the Economy of 9 March 1932, Part Four (changes to customs duties and provisional application of bilateral economic agreements), § 1, no. 1 (Reich Law Gazette I pp. 121, 126), and on the basis of the Decree of the Reich President on Extraordinary Customs Measures of 18 January 1932 (Reich Law Gazette I p. 27), the following is decreed:

§ 1 Der Zolltarif ist in folgender Fassung anzuwenden:

1. In Tarifnr. 5 (Buchweizen) ist der Zollsatz „5“ zu ändern in „10“; der Zollsatz „10“ des Obertarifs ist zu streichen.

The full text is given. Transcribed in full from the RGBl. scans (issue 14, pp. 72–74); no other transcription was found to compare. The new tariff lines, printed as table rows, are given one row to a block with their columns separated by vertical bars; the pfennig figures printed in small type (‘2,10’, ‘7,50’, ‘2,40’) are given in ordinary figures, and the ‘RM’ printed as a ligature is given as letters. The gazette’s misprint ‘Annerkung’ in item 28 a) is kept.

The English translation was made for this site and is not an official translation. Where a line carries two figures, the second is the rate of the Obertarif (‘higher tariff’), as items 1, 5, 8 and 24 show by naming both columns; a single figure is the general tariff only. ‘rh’ and ‘rn’ are the tariff’s abbreviations for the weight on which duty is charged and are kept as printed. Quotation marks around duties are the gazette’s own.

German laws and decrees are official works and not protected by copyright (§ 5 UrhG).

Terms

Zollsatz: The rate of duty, in Reichsmarks per 100 kilograms (Doppelzentner, ‘dz’) unless the line says otherwise.
Obertarif: A higher column of duties that could be applied by ordinance to goods of a particular origin: an ordinance of 20 December 1932 applied it to Argentine produce, and one of 13 February 1933 lifted that again (RGBl. I S. 68). Several items here strike the Obertarif rate, leaving one general rate.
Erlaubnisschein: A licence issued by the customs authorities allowing goods to be imported at a reduced rate for a stated use, here the making of margarine, under supervision.
Premier jus / Flomen: Premier jus is the finest grade of beef fat, used in margarine; Flomen is the leaf fat of pigs.
Verordnung zum Schutze der Wirtschaft (9. März 1932): An emergency decree of the Brüning government whose fourth part allowed the Reich Government to change customs duties without a vote of the Reichstag.
