Decree on the Establishment of the Reich Ministry for Popular Enlightenment and Propaganda

The decree created a new Reich ministry for ‘popular enlightenment and propaganda’, the post Joseph Goebbels took up on 13 March. It gave the Chancellor alone the power to define the ministry’s tasks and, with the ministers concerned, to transfer responsibilities to it from other ministries even where this changed their remits in essentials. It was published four days after the ministry began work.

Vom 13. März 1933.
Of 13 March 1933.
Für Zwecke der Aufklärung und Propaganda unter der Bevölkerung über die Politik der Reichsregierung und den nationalen Wiederaufbau des deutschen Vaterlandes wird ein Reichsministerium für Volksaufklärung und Propaganda errichtet.
For the purposes of enlightenment and propaganda among the population concerning the policy of the Reich Government and the national reconstruction of the German fatherland, a Reich Ministry for Popular Enlightenment and Propaganda is established.
Der Leiter dieser Behörde führt die Bezeichnung „Reichsminister für Volksaufklärung und Propaganda“.
The head of this authority bears the title ‘Reich Minister for Popular Enlightenment and Propaganda’.
Die einzelnen Aufgaben des Reichsministeriums für Volksaufklärung und Propaganda bestimmt der Reichskanzler. Er bestimmt auch im Einvernehmen mit den beteiligten Reichsministern die Aufgaben, die aus deren Geschäftsbereich auf das neue Ministerium übergehen, und zwar auch dann, wenn hierdurch der Geschäftsbereich der betroffenen Ministerien in den Grundzügen berührt wird.
The individual tasks of the Reich Ministry for Popular Enlightenment and Propaganda are determined by the Reich Chancellor. In agreement with the Reich ministers concerned, he also determines the tasks that pass from their remit to the new ministry, even where the remit of the ministries affected is thereby touched in its essentials.

Volksaufklärung
Literally ‘enlightenment of the people’: the regime’s term for informing and instructing the public, used alongside ‘propaganda’, which it did not regard as a pejorative word.
Erlaß
A decree issued by the Reich President on his own authority, here to set up a new ministry, rather than an emergency decree under Article 48.
Geschäftsbereich
A ministry’s remit. In the following months press, radio, film, theatre and the arts were transferred to the new ministry from the Interior, Foreign and Economics ministries and others.
