Decree on the Reich Commissioner for Aviation

Verordnung über den Reichskommissar für die Luftfahrt

Created the office of Reich Commissioner for Aviation, answerable to the Chancellor and ranking as a supreme Reich authority, and moved to it the Transport Ministry’s responsibility for aviation and the Interior Ministry’s for air-raid protection. Hermann Göring had been named to the post when the cabinet was appointed on 30 January, and the decree took effect retroactively from that day. At the end of April 1933 the cabinet turned the commissioner’s office into a Reich Ministry of Aviation, with Göring as minister.

Decree on the Reich Commissioner for Aviation.

Vom 2. Februar 1933.

Für die Luftfahrt wird ein Reichskommissar für die Luftfahrt bestellt. Er untersteht dem Reichskanzler und hat seinen Sitz in Berlin. Er gilt als oberste Reichsbehörde.

A Reich Commissioner for Aviation is appointed for aviation. He is subordinate to the Reich Chancellor and has his seat in Berlin. He ranks as a supreme Reich authority.

Die Aufgaben des Reichsverkehrsministers, soweit sie die Luftfahrt betreffen, und die Aufgaben des Reichsministers des Innern, soweit sie den Luftschutz betreffen, gehen auf den Reichskommissar für die Luftfahrt über. Die Zentralstelle für Flugsicherung wird dem Reichskommissar für die Luftfahrt unterstellt.

The tasks of the Reich Minister of Transport, in so far as they concern aviation, and the tasks of the Reich Minister of the Interior, in so far as they concern air-raid protection, pass to the Reich Commissioner for Aviation. The Central Office for Air Traffic Safety is placed under the Reich Commissioner for Aviation.

Der Reichskommissar für die Luftfahrt erläßt die näheren Anordnungen. Er trifft diejenigen Maßnahmen, die zur Überleitung der Luftfahrt- und Luftschutzaufgaben aus den Geschäftsbereichen des Reichsverkehrsministeriums und des Reichsministeriums des Innern sowie zur Übernahme des Personals erforderlich sind, im Einvernehmen mit den beiden Reichsministern.

The Reich Commissioner for Aviation issues the detailed orders. He takes the measures required to transfer the aviation and air-raid protection tasks from the portfolios of the Reich Ministry of Transport and the Reich Ministry of the Interior, and to take over the staff, in agreement with the two Reich ministers.

Diese Verordnung tritt mit Wirkung vom 30. Januar 1933 in Kraft.

This decree comes into force with effect from 30 January 1933.

Reichskommissar für die Luftfahrt: Reich Commissioner for Aviation. Göring held the post alongside his places in the cabinet as minister without portfolio and as commissioner for the Prussian Interior Ministry. Military aviation was forbidden to Germany by the Treaty of Versailles; the office was the nucleus of the later Reich Aviation Ministry and the Luftwaffe.
oberste Reichsbehörde: A supreme Reich authority: an office not subordinate to any ministry, answering directly to the Chancellor.
Luftschutz: Air-raid protection (civil air defence), until then a responsibility of the Reich Interior Ministry.
