Decree of the Reich President on the Amendment of the Reich Electoral Law
Verordnung des Reichspräsidenten über Änderung des Reichswahlgesetzes
Changed the rules for the election of 5 March by emergency decree. A party that had not had a member in the last Reichstag now needed, for one of its constituency lists, as many voters’ signatures as the votes needed to win a seat (60,000), a hurdle that a semi-official statement said was aimed at small splinter parties; once it had cleared it, fifty signatures sufficed for its other lists. The decree also let Germans living abroad, and crews of sea and river vessels with no fixed home ashore, obtain voting certificates.

Transcribed from the RGBl. scans (issue 10, pp. 45–46), including the gazette’s footnote; compared word by word with documentArchiv.de, which modernises ‘Auslanddeutscher’ to ‘Auslandsdeutscher’, has ‘Wahlverbandes’ for ‘Wahlkreisverbandes’ in the new § 15 (3), and ‘folgender neuer Abs. 3a eingeführt’ where the gazette prints ‘folgender neuer Absatz als Abs. 3a eingefügt’; the gazette’s wording is kept. The gazette sets the capital Ä of ‘Änderung’ without its dots, as Fraktur type commonly did; it is given as ‘Ä’.
The English translation was made for this site and is not an official translation. The new numbers 4 and 5 complete a sentence in § 12 of the Electoral Law that begins, in effect, ‘A voter receives a voting certificate …’.

Terms
- Wahlschein
- A voting certificate, allowing a voter to vote at a polling station other than the one where he or she was registered. The implementing ordinance and the Reich voting regulations call the same document a ‘Stimmschein’.
- Kreiswahlvorschlag
- A constituency list: a party’s list of candidates in one of the 35 Reichstag constituencies. Seats were allocated by proportional representation, one seat for every 60,000 votes.
- Wahlkreisverband
- A constituency association: a grouping of neighbouring constituencies within which a party’s surplus votes were pooled.
- Auslanddeutscher
- A German national resident abroad. The decree let such voters, and German officials and railway staff posted abroad with their households, vote if they were in Germany on polling day.
- Deutsche Reichsbahn-Gesellschaft
- The German State Railway Company, the nationalised railway, run as a separate company since 1924.
