Second Ordinance for the Implementation of Work Creation
Zweite Verordnung zur Durchführung der Arbeitsbeschaffung
Municipalities could borrow from the work-creation programme inherited from the Schleicher government, but borrowing normally needed a decision of the elected council, and on 4 February every municipal council in Prussia had been dissolved. This one-sentence ordinance let the municipal executive board decide on such loans in towns, rural municipalities and Ämter until the result of the new council elections was officially announced. It was signed by Hitler and Frick.

The words added to the January ordinance are quoted within the ordinance, and the translation keeps the quotation. ‘Gesetzsamml.’ refers to the Prussian law gazette, which shows that the addition was aimed at Prussian municipalities.

- Arbeitsbeschaffung
- Work creation: the public works programme begun under Chancellor Kurt von Schleicher in December 1932, financed by Reich credits that municipalities and other bodies could borrow for approved projects.
- Gemeindevorstand
- The municipal executive, as distinct from the elected council (Vertretungskörperschaft); § 26 of the Prussian Municipal Finance Ordinance defined which body that was in each kind of municipality.
- Ämter
- Ämter: associations of rural municipalities in the Prussian provinces of Westphalia and the Rhineland, each with its own elected assembly. Their assemblies were among those dissolved on 4 February.
