Law on the Conduct of a Population, Occupational and Business Census in 1933
Ordered a combined population, occupational and business census across the Reich in 1933, excluding the Saar territory, then under League of Nations rule. The questions were limited to personal and family status, birthplace, religion, citizenship, mother tongue, property and dwellings, and work and business, with a bar on prying into wealth and income and a promise that answers would be used only for statistics. Taken on 16 June 1933, the census recorded religion and counted about half a million members of the Jewish faith.

Die Reichsregierung hat das folgende Gesetz beschlossen, das hiermit verkündet wird:
The Reich Government has enacted the following law, which is hereby promulgated:
§ 1
Im Jahre 1933 wird im ganzen Deutschen Reich mit Ausnahme des Saargebiets eine Volkszählung vorgenommen. Mit der Volkszählung wird eine Berufs- sowie eine landwirtschaftliche und gewerbliche Betriebszählung verbunden.
§ 1
In the year 1933 a census of the population shall be taken throughout the German Reich with the exception of the Saar territory. An occupational census and a census of agricultural and commercial establishments shall be combined with the population census.
§ 2
Die statistischen Aufnahmen werden von den Landesregierungen bewirkt. Hierbei können geeignete Personen als Zähler herangezogen werden. Das Amt des Zählers gilt als Ehrenamt im Sinne des Artikels 132 der Reichsverfassung.
§ 2
The statistical surveys shall be carried out by the state governments. Suitable persons may be called upon to act as enumerators. The office of enumerator counts as an honorary office within the meaning of Article 132 of the Reich Constitution.
Die unmittelbare Ausführung der Zählung obliegt den Gemeindebehörden.
The direct conduct of the count is the responsibility of the municipal authorities.
§ 3
Die Lieferung der erforderlichen Erhebungspapiere und die Verarbeitung des Urmaterials erfolgt, soweit dies nicht von den Landesregierungen übernommen wird, von Reichs wegen.
§ 3
The supply of the necessary survey forms and the processing of the raw material shall be undertaken by the Reich, in so far as the state governments do not take this on.
Für die Lieferung der erforderlichen Erhebungspapiere sowie für die Bearbeitung des Urmaterials der Berufs- und Betriebszählung erhalten die Länder eine Vergütung aus Reichsmitteln nach Maßgabe der am Zählungstag ermittelten Bevölkerung (Wohnbevölkerung). Die Höhe der Vergütungssätze wird von dem Reichswirtschaftsminister mit Zustimmung des Reichsrats festgesetzt.
For the supply of the necessary survey forms and for the processing of the raw material of the occupational and business census, the states shall receive payment from Reich funds in proportion to the population established on the day of the count (resident population). The rates of payment shall be fixed by the Reich Minister of Economics with the consent of the Reichsrat.
Die Nachweise über die Ergebnisse der Volkszählung sind auf Kosten der Länder aufzustellen.
The returns on the results of the population census shall be compiled at the expense of the states.
§ 4
Die vorzulegenden Fragen dürfen sich nur auf den Personen- und Familienstand, den Geburtsort, die Religionszugehörigkeit, die Staatsangehörigkeit, die Muttersprache, die Grundstücke und Wohnungen sowie auf die Berufs- und Betriebsverhältnisse beziehen.
§ 4
The questions to be put may relate only to personal and family status, place of birth, religious affiliation, citizenship, mother tongue, land and dwellings, and occupational and business circumstances.
Jedes Eindringen in die Vermögens- und Einkommensverhältnisse ist ausgeschlossen. Über die bei der Zählung über die Persönlichkeit des Einzelnen sowie über die Verhältnisse der einzelnen Grundstücke und Betriebe gewonnenen Nachrichten ist das Amtsgeheimnis zu wahren; sie dürfen nur zu statistischen Arbeiten, nicht zu anderen Zwecken benutzt werden.
Any inquiry into circumstances of property and income is excluded. Official secrecy shall be maintained concerning the information obtained in the count about the individual person and about the circumstances of individual properties and establishments; it may be used only for statistical work and not for other purposes.
§ 5
Der Reichswirtschaftsminister setzt den Tag der statistischen Aufnahme fest und erläßt die Bestimmungen zur Durchführung dieses Gesetzes.
§ 5
The Reich Minister of Economics shall fix the day of the statistical survey and issue the provisions for the implementation of this law.
§ 6
Zur Ergänzung der allgemeinen Volks-, Berufs- und Betriebszählung werden wirtschafts-, insbesondere produktionsstatistische Erhebungen durchgeführt. Die näheren Bestimmungen trifft der Reichswirtschaftsminister.
§ 6
To supplement the general population, occupational and business census, surveys of economic statistics, in particular production statistics, shall be carried out. The detailed provisions shall be made by the Reich Minister of Economics.
Die Bestimmungen des § 4 Abs. 2 gelten entsprechend.
The provisions of § 4, para. 2, apply accordingly.
§ 7
Wer eine Frage, zu deren Beantwortung er auf Grund dieses Gesetzes oder der zu seiner Durchführung oder Ergänzung erlassenen Bestimmungen verpflichtet ist, wissentlich wahrheitswidrig beantwortet, oder wer sich weigert, eine solche Frage zu beantworten, wird mit Geldstrafe bis zu einhundertfünfzig Reichsmark bestraft.
§ 7
Whoever knowingly answers untruthfully a question which he is obliged to answer under this law or under the provisions issued for its implementation or supplementation, or whoever refuses to answer such a question, shall be punished with a fine of up to one hundred and fifty Reichsmarks.

- The Saar territory, governed by the League of Nations under the Treaty of Versailles until its return to Germany after the plebiscite of January 1935.
- Religionszugehörigkeit
- Religious affiliation. The 1933 census counted members of the Jewish religious community; it could not count people the regime defined as Jews by descent, which the 1939 census attempted.
- Ehrenamt (Artikel 132)
- Article 132 of the Weimar constitution obliged every German to take on honorary offices as the law required; the census law used it to make service as an enumerator an unpaid civic duty.
